Dr. Gardener is Professor of Elementary Education and Administration at Chadron State College.  Also the Director of the High Plains Center for Rural and Small Schools plus the editor of the High Plains Courier dealing with rural education.  Dr. Gardener has written several articles for ERIC/CRESS and other rural education publications in various journals.  He currently has developed and taught an on-line Leadership in Rural Education course by blackboard.  Dr. Gardener serves as the Higher Education representative on the Executive Committee of the National Rural Education Association.
